It is permissible to look at cartoon images of veiled girls if there is a need. Sheikh Ibn 'Uthaymeen held that the ruling on looking at human-shaped cartoon images is a matter of hesitation, but the stronger opinion is that they are not to be equated with real images. If they are in a non-human form, there is no harm in viewing them, as long as no forbidden act accompanies it or it does not distract from an obligation. However, it is not permissible to look at them if they are in a immodest form.
