It is not permissible to name Allah the Exalted except by what He has named Himself, or what His Messenger, peace and blessings be upon him, has named Him. This particular wording has not been used by Allah to name Himself in His Book, nor has His Messenger, peace and blessings be upon him, used it to name Him. Therefore, it is not among the names of the Lord, the Exalted, and it is not permissible to name Him or invoke Him by it, glory be to Him.
