If there is a need to speak with a young non- woman about a matter that cannot be found elsewhere, and the speech is limited to what is necessary, adheres to guidelines, and avoids fitna, then there is no harm in that.
However, if there is no such need, it is impermissible to speak with her, even with the permission of her family. This is because speaking with a non-mahram woman is a potential source of fitna and a gateway to evil and corruption, and jurists have strongly emphasized its prohibition.
