What is the religious ruling on a father or brother touching their private parts over their clothes to scratch them in front of their female maharim, due to pain or itching, and what is incumbent upon them to do?

The act mentioned, when committed by a father or brother in front of his mahārim (unmarriageable kin) or others (excluding his wife), goes against murūʾah (chivalry/manliness) and noble character. It is incumbent upon anyone who wishes to do so to conceal himself from the eyes of onlookers, for modesty is a characteristic of Islam.
