Is it permissible to lend money to a smoker, knowing that he will use it to buy cigarettes, but he needs it for another urgent necessity?

Smoking is unlawful (haram (definition)) in Islamic law. It is permissible to lend money to a smoker and to give him from zakat (definition) if he is in need. His smoking is not considered a barrier unless it is highly probable that the money will be spent on disobedience, such as when he takes the money specifically for tobacco. It is preferable to stipulate that the money not be spent on tobacco. It is better to seek out righteous individuals when giving zakat.
