A man is not permitted to look at a woman unless there is a necessity, such as for engagement. If the young man intends to marry you, then there is no harm in him looking at you in a public place, without seclusion, and only to the extent of the necessity. The suitor is a stranger to his fiancée until the marriage contract is concluded. Therefore, it is not permissible to be in seclusion with him or to go out with him. Marriage is not valid except with the permission of your guardian (wali) and the presence of witnesses. The guardian can delegate someone to perform your marriage. It is advised to be cautious and protect oneself, especially when residing in a country far from family, by avoiding places of temptation and associating with righteous women.
