Is it permissible to eat octopus meat, given that it is not tender meat and requires beating before cooking, and it is mentioned in the Holy Quran: "And He it is Who has subjected the sea (to you), that you may eat thereof fresh tender meat"?

The Sharia evidence indicates the permissibility of eating sea animals that live exclusively in water. This is based on the Almighty's saying: "Permitted for you is game from the sea and its food as provision for you," and the Prophet's (peace be upon him) statement about the sea: "Its water is pure, and its dead are lawful."

The description of sea meat as "tender" (طرياً) in the Almighty's saying: "that you may eat from it tender meat" is not a restrictive condition preventing the consumption of dried varieties. Rather, it serves to draw attention to its delicacy, its rapid spoilage, and Allah Almighty's perfect power in extracting this fresh meat from the salty sea. Eating both tender and other forms of sea meat is permissible by the consensus of scholars.

Since the octopus is a marine animal that lives exclusively in the sea, its consumption is lawful, whether its meat is inherently tender or tough.
