The prohibition of isbal (letting one's garment hang below the ankles) is specific to men, not women. The Prophet, peace and blessings be upon him, permitted women to lengthen their garments by a cubit to prevent their feet from becoming uncovered. Scholars have unanimously agreed on the permissibility of isbal for them.
