What should a woman who performed Umrah in Ramadan do, knowing that she entered into a state of ihram from the miqat and shortened her hair, but did not circumambulate the Kaaba due to her menstruation?

If you entered into the state of ihram for Umrah while menstruating, you must wait until you become pure to perform tawaf, sa'i, and shorten your hair. If you performed sa'i and shortened your hair without performing tawaf, then you must now perform tawaf after purification, then repeat the sa'i according to some scholars, and then shorten your hair again because the shortening occurred in the wrong place.

Sheikh Ibn Baz said: If a menstruating woman enters into ihram for Umrah and fulfills all its conditions (except tawaf due to menstruation), she must repeat the tawaf after ghusl and repeat the shortening of her hair. Her original sa'i is sufficient according to the soundest opinion, though repeating it is better and more cautious. She must also repent to Allah for her tawaf and prayer while she was menstruating.
