Is it permissible to use usurious money to fence a cemetery?

It is not permissible to build over graves under any circumstances, whether the construction is for a fee or not. This is due to the prohibition by the Messenger of Allah, peace and blessings be upon him, against plastering graves, sitting on them, or building over them, as narrated by Muslim from Jabir ibn Abdullah, may Allah be pleased with them both.
