Is it permissible to give zakat to a brother who was a merchant and then became poor, knowing that he owns household furniture valued at 50,000 dinars and supports 9 children, and their condition is very bad?

It is permissible to give zakat to the poor person who does not have enough to suffice him. It is preferable to give it to relatives whom one is not obliged to support. It is stipulated that the brother be poor and have children for it to be permissible to give him zakat. It is not permissible to give him zakat for the purpose of completing the construction of a house, but rather for sustenance and housing, such as renting a house.
