A woman of the People of the Book is given in marriage by her father; if he refuses or is absent, her closest male relatives (asabat) give her in marriage, then the Muslim judge, then the head of the Islamic center. The default is that guardianship belongs to the father, then the asabat. If the guardian wrongfully obstructs or refuses, guardianship transfers to the ruler. The Prophet, peace and blessings be upon him, said: "The ruler is the guardian of one who has no guardian."
