How sound is the hadith: "Bilal (may Allah be pleased with him) proposed to a group of Arabs, and the Messenger of Allah (peace and blessings be upon him) said to him: 'Tell them that the Messenger of Allah (peace and blessings be upon him) commands you to marry me off'"?

The aforementioned wording was not mentioned in the books of Hadith or in the books of the scholars who commented on them. Rather, it was mentioned in the books of Fiqh without a chain of narration, such as what came in "Al-Mabsut by Al-Sarakhsi" that the Prophet, peace and blessings be upon him, ordered Bilal, may Allah be pleased with him, to say to a group of Arabs: "Indeed, the Messenger of Allah, peace and blessings be upon him, commands you to marry me."

Similar to this is what was mentioned in the Prophet's hadith: "O Banu Bayada, marry Abu Hind, and marry to him. He was a cupper." Narrated by Abu Dawud and Al-Hakim, and authenticated by Ibn Hajar.

Likewise, the long hadith of Rabia bin Ka'b Al-Aslami, in which the Prophet, peace and blessings be upon him, said to him: "Go to the family of so-and-so, a clan from the Ansar... and tell them: 'Indeed, the Messenger of Allah - peace and blessings be upon him - sent me to you, commanding you to marry so-and-so to me.'" Some researchers have weakened its chain of narration, while others have deemed it good.
