The answer

It is permissible for a male pilgrim in a state of ihram to wear the izar (lower garment) and secure it with a knot, a belt, or an elastic band. There is no harm in sewing the izar to fasten it, such as by making a waistband for it, and this sewing is not considered among the prohibited sewn garments. As for the rida' (upper garment), it is not permissible to knot it or use buttons or pins to fasten it.
