The expiation for an oath is freeing a slave, or feeding ten needy persons, or clothing them. If you are unable to free a slave or feed the needy, but you are able to clothe them—even if it is from your own surplus clothes—then this becomes obligatory for you, and it is not permissible to resort to fasting while being able to clothe them.
