What is the ruling on performing private work during official working hours if there are no work tasks?

Combining two jobs is not permissible if the second job contradicts the conditions of the first job or affects it. However, if the second job does not compete with the first job and does not contradict it, and leisure time is utilized for it, then there is no harm in that.
