How sound is Abu Dawud's Hadith: "When Bilal said, 'The prayer has begun,' the Prophet, peace and blessings be upon him, would say, 'May Allah establish it and perpetuate it'"? And is it permissible to act upon it?

The Hadith in question is found in Sunan Abi Dawud, and its wording is: "From Abu Umamah, or from some of the companions of the Prophet (peace and blessings be upon him), that Bilal started the Iqamah. When he said: 'Qad qamatis-salah (The prayer has been established),' the Prophet (peace and blessings be upon him) said: 'May Allah establish it and make it everlasting.' And regarding the rest of the Iqamah, he said something similar to the Hadith of Umar (may Allah be pleased with him) concerning the Adhan." Al-Albani and others have described it as weak. However, it is permissible to act upon it because it does not result in declaring something lawful or unlawful, as stated by Ibn Muflih Al-Hanbali and other scholars regarding acting upon a weak Hadith in matters of virtues.
