Is it permissible to combine the Asr prayer with the Dhuhr prayer if arriving home after the Asr Adhan prevents one from performing it at the beginning of its time?

A resident must pray the prescribed prayers at their appointed times, for Allah Almighty says: "Indeed, prayer has been decreed upon the believers a timed ordinance." Therefore, combining two prayers is not permissible unless the distance between work and home is a travel distance, in which case combining and shortening prayers is permissible. However, if the distance is not a travel distance, and you are able to pray Asr at its appointed time, then combining is not permissible.
