How does one respond to some people declaring Ibn Taymiyyah an infidel for his statement: "The 'Arsh is not devoid of Allah when He descends"?

This statement represents the view of the majority of scholars among the imams of the Salaf. Al-Dhahabi reported from Ishaq ibn Rahawayh that he affirmed Allah Almighty's descent to the lowest heaven without the Throne becoming empty of Him. Shaykh al-Islam Ibn Taymiyyah mentioned three opinions regarding this issue: The first is that He descends and the Throne becomes empty of Him; the second affirms a descent without delving into the matter of whether the Throne becomes empty or not; and the third is that He descends and the Throne does not become empty of Him. This last opinion is that of the majority of the People of Hadith, such as Imam Ahmad and Ishaq ibn Rahawayh. Shaykh al-Islam supported this latter opinion, emphasizing that it has not been reported from any of the imams that the Throne becomes empty of Him during the descent.
