What is the ruling on receiving the Hafiz unemployment benefit for those not seeking employment?

If obtaining assistance is conditional upon seeking employment, then it is not permissible for someone who is not seeking employment to take it, due to the hadith: "Muslims are bound by their conditions." And for one in whom the conditions are not met, it is not lawful for him. However, if the granting entity provides assistance to everyone who is unemployed, whether they sought employment or not, then there is no harm in taking it.
