Is a daughter obligated to give her father a monthly portion of her salary, despite his misconduct, abandonment of her mother, and failure to spend on her siblings, and would her refusal to do so be considered disobedience to parents?

If your father is not in need of financial support, then you are not religiously obligated to give him anything from your wealth. However, you should still treat him with kindness, as Allah Almighty says: "And be kind to parents" and "And accompany them in the world with kindness." Therefore, strive to earn the pleasure of your parents by helping them as much as you can, and do not let your father's shortcomings prevent you from honoring him and treating him with kindness.
