When is the prohibition of the Prophet (ﷺ) a prohibition of tanzih (discouragement), and when is it a prohibition of tahrim (strict prohibition)?

The prohibitive form, according to the majority of scholars, indicates prohibition (haram), based on the Almighty's saying: "And whatever he forbids you from, abstain from it." It is not diverted from prohibition to dislike (karahah) or mere abstention (tanzih) except with an indication (qarinah) that points to that.
