What is the ruling on a prize (car) won by a person from a bank through a savings account that yields no interest, and how should he dispose of it?

It is not permissible to deposit money in interest-based banks except in cases of extreme necessity, provided no interest is taken. The prizes offered by interest-based banks are not a trick to make the unlawful lawful; rather, they are the very essence of usurious interest, combining usury (riba) and gambling (maysir).
