Must a congregant who considers what he is making up to be the beginning of his prayer recite the Fatiha and a surah when he stands to make up the fourth rak'ah?

Reciting a Surah after Al-Fatihah is not obligatory for the latecomer (masbuq) by consensus, regardless of whether what he makes up is considered the beginning or the end of his prayer. However, there is a difference of opinion regarding the desirability (istihbab) of making up the Surah. The majority of scholars hold it to be desirable in all cases, and this is the more preferable and cautious view. Some scholars are of the opinion that he should only recite Al-Fatihah if what he caught up with is considered the beginning of his prayer and what he makes up is the end of it; this is the view of Ishaq and Al-Muzani, and Ibn Hajar strengthened it. Therefore, if it is said that what the latecomer makes up is the beginning of his prayer, then making up the Surah is desirable. But if it is said to be the end, then there is a difference of opinion, and by analogy, he should not make up the Surah. Nevertheless, reciting it to avoid disagreement and to follow the majority is good.
