What is the ruling on someone who utters a word of insult against Allah - Allah forbid - to deter himself from a certain action, then wishes to do that thing, and is he required to do anything in addition to repenting for his method of prohibition?

Cursing Allah is disbelief. Whoever commits this heinous crime must repent with sincere repentance. If he repents, Allah will accept his repentance, regardless of whether the specific thing associated with the cursing was done or not.
