Does touching a woman's private parts with the hand without intercourse necessitate Ghusl?

Touching the wife's private parts with the hand does not necessitate ghusl (ritual bath), nor does placing the penis on the outer vulva without penetration necessitate ghusl, unless semen is discharged, according to the Prophet's saying, "Water is from water."
