Is it permissible to touch and wash the chest and private parts when a girl performs ghusl?

There is no harm for a girl in touching her chest and private parts during ghusl (ritual bath); rather, it is recommended for her to rub whatever she can of her body. It may even be obligatory if water does not reach the skin except by rubbing, because the majority of scholars consider this an exception, as the obligation depends on it.
