Can a married woman perform ghusl to cleanse herself from janabah while rubbing her clothes over her body?

If the garment is light and does not prevent water from reaching the body, then the ghusl (ritual bath) is valid, because the criterion is the strong presumption that water has reached the skin. However, if the garment is thick and prevents water from reaching [the skin], then the ghusl is not valid with its presence. Rubbing (Dalk) in ghusl is not obligatory according to the majority of scholars; what is important is to ensure water covers the entire body.
