No one is permitted to describe something Allah has forbidden as permissible, or vice versa, based on the Almighty's saying: "And do not say about what your tongues falsely describe – 'This is lawful and this is unlawful' – to invent falsehood about Allah. Indeed, those who invent falsehood about Allah will not succeed." Allah Almighty has forbidden the prohibition of good things, as He says: "O you who have believed, do not prohibit the good things which Allah has made lawful for you." Gambling, in all its types and forms, is forbidden. It is every contest and risk in which the player wavers between profit and loss, with the risk element dominating.
