What is the ruling on dealing with a government manager who is characterized by lying, slandering, causing discord among female employees, spying, and humiliation, and is she entitled to behave in this manner?
Slander (namima) is one of the gravest sins, and it involves conveying people's words with the intention of causing mischief between them. The Prophet (peace be upon him) said: "A slanderer will not enter Paradise."
The manager must fear Allah and be just among the employees, as the Prophet (peace be upon him) said: "There is no ruler of ten people but will be brought on the Day of Resurrection shackled, and nothing will release him but justice, or injustice will ruin him," and he said: "O Allah, whoever takes charge of any matter of my Ummah and makes it difficult for them, make it difficult for him; and whoever takes charge of any matter of my Ummah and is kind to them, be kind to him."
The employees should advise the manager and remind her of Allah. If she does not respond, they are permitted to complain to someone who will give them justice, as Allah Almighty says: "Allah does not like the public utterance of evil speech, except by one who has been wronged."
