Is it permissible to sell a waqf house and use the proceeds for a mosque?

All praise is due to Allah. If the house has been made a waqf (endowment), then the endowment has become binding, and the right to dispose of it has ceased. It is not permissible to sell it or change the purpose for which it was endowed, except in two cases:

1. If there is an overriding benefit, such as it being abandoned and not utilized, or its benefit being minimal.

2. If the waqf is not designated (not endowed for specific individuals).

It is stipulated that the disposition must be carried out through the Sharia judge. However, if the waqf is for specific individuals, it is not permissible to sell or transfer it except with their consent and for their benefit.

The intention and condition of the endower must be primarily observed, and it is not permissible to act contrary to his intention unless there is a necessity or an overriding benefit.
