Is it permissible to shorten prayers upon returning from work, knowing that the distance between the cities is 270 km by land and 20 minutes by air?

If the distance between one's place of residence and place of work is 83 kilometers or more, then a traveler is permitted to avail themselves of all travel concessions (rukhsah): shortening prayers (qasr), combining prayers (jam‘), breaking the fast (fitr), and wiping over the leather socks (masḥ al-khuffayn) for three days, regardless of the mode of transport or the time taken. If the duration of stay in the country of work is four days or more, then one is not permitted to avail themselves of the travel concessions until after departing the built-up area of the city. However, if the stay is less than four days, then it is permissible to avail oneself of the concessions even before leaving it.
