Is it permissible to pay Zakat money for building a cemetery for poor Muslims?

It is not permissible to spend Zakat on building graves, because the recipients of Zakat are restricted to the eight categories mentioned in the verse from Surat At-Tawbah: "Zakah expenditures are only for the poor and for the needy and for those employed to collect [Zakah] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of Allah and for the wayfarer." And what is meant by "for the cause of Allah" is Jihad, and not general charitable causes, according to the majority of scholars.
