Is it permissible for someone afflicted with temporary urinary incontinence to wear underwear during Ihram, and to combine prayers? And is it obligatory for him to cleanse himself and perform ablution for each prayer, or is it sufficient once when combining them? And is it obligatory for him to cleanse himself and perform ablution even if nothing has been discharged? And is it permissible to use only paper towels? And can he continue taking medication during Ihram?

Firstly: Whoever experiences constant, continuous discharge should perform ablution for the time of each prayer and pray with it as much as they wish until the time for the next prayer enters. What exits from them after ablution does not harm them. However, if the urine stops for a period sufficient for purification and prayer, then they are obliged to delay the prayer until that time. They should go to the restroom a sufficient time before prayer, place something to prevent contamination, then clean themselves with water (istinja (definition)'), perform ablution, and pray when the urine stops.

Secondly: It is permissible for a person with urinary incontinence to wrap their penis with paper tissues and a bag to prevent urine from exiting during ihram (definition). This is not among the prohibitions of ihram. If this is difficult, it is permissible for them to wear a diaper or underwear, with the obligation of fidyah (definition): sacrificing a sheep, or feeding six poor people, or fasting three days.

Thirdly: It is permissible to combine two prayers due to the excuse of travel or the difficulty of repeatedly going to the restroom, especially with congestion. One ablution suffices for the two combined prayers, and cleaning and purifying the area once. If one is certain of the purity of the area and that nothing has exited, then istinja' or purification is not obligatory, and it is permissible to suffice with paper tissues for purification.

Fourthly: There is no harm in using medications during ihram.
