Is what happened with my neighbor considered an evil eye, and if so, is there an easy way to treat it other than washing with a vessel?

The word ayn (evil eye) is derived from ana ya'inu, meaning to strike someone with the eye. It refers to arrows that emanate from the soul of an envious person (hasid) or one who casts the evil eye ('ain) towards the envied (mahsud) or the afflicted (mu'an), striking them by Allah's permission if they are exposed and unprotected.

A person can perform Ruqyah (definition) (Islamic exorcism/healing prayer) on themselves or ask someone else to perform it for them if they are afflicted by the evil eye. The Messenger of Allah, peace and blessings be upon him, used to command Aisha to seek Ruqyah for the evil eye. Jibreel (Gabriel) performed Ruqyah for the Prophet, peace and blessings be upon him, saying: "In the Name of Allah I perform Ruqyah for you, from everything that harms you, from the evil of every soul or envious eye, may Allah heal you. In the Name of Allah I perform Ruqyah for you."

The Fatihah (opening chapter of the Qur'an), Ayat al-Kursi (the Throne Verse), and the Mu'awwidhat (Surahs Al-Falaq and An-Nas) are used in Ruqyah.

If possible, the person who cast the evil eye should be asked to perform ghusl (definition) (ritual washing), as this is a successful remedy. The Prophet, peace and blessings be upon him, commanded Amir ibn Rabi'ah to perform ghusl for Sahl ibn Hunaif after he afflicted him with the evil eye.

If a person cannot do this, they should resort to Ruqyah, supplication (du'a), and maintaining the morning and evening remembrances (adhkar), reciting Ayat al-Kursi, Surah (definition) al-Ikhlas (definition), and the two Mu'awwidhat after every prayer and before sleeping, and reciting the last two verses of Surah al-Baqarah every night.
