Is it permissible for me, as a non-Qatari resident, to build a house in Qatar in the name of a Qatari brother, through the Islamic Bank, knowing that the state laws do not allow non-Qataris to own real estate, and that I am in urgent need of housing?

It is not permissible to proceed with building the house in the manner described, due to the exposure of oneself to harm and damage, and the exposure of wealth to loss and destruction. A Muslim is forbidden from debasing himself and exposing his wealth to ruin. Furthermore, it involves disobedience to the command of the ruler, who has the authority to restrict what is permissible for the public good. The Prophet, peace and blessings be upon him, forbade causing harm and reciprocating harm.
