Is it permissible to give a monthly charity to a girl who is unemployed and whose father's income does not exceed $200, and who has a brother with a moderate income who is about to get married?

It is permissible to give a girl from Zakat if she is poor or indigent, does not possess enough for her needs, and is not supported by someone whose duty it is to support her. She should be given the money to spend on her needs, and the Zakat should not be given to her in installments. As for voluntary charity, it is permissible to give it to her absolutely, even as a monthly installment.
