If the charity is an obligatory zakat, then it is not permissible to give it to the father unless he is in debt, poor, and unable to pay his debt and expenses. However, if it is a voluntary charity, then giving it to a father and needy siblings is more preferable than giving it to others, based on the saying of the Prophet, peace and blessings be upon him: "Charity given to a poor person is charity, and charity given to a relative is two: charity and maintaining kinship ties."
