Is it permissible for a mother to give charity to her adult children who are in need?

It is permissible for a mother to give voluntary charity (sadaqah al-tatawwu') to her children, whether male or female, needy or not, and her charity to them is superior. As for Zakat, it is not permissible to give it to them except to pay off a debt they owe.
