What is the ruling on someone who says "amanah" (a trust/responsibility) to his brother, while intentionally not intending to bear it himself and instead placing it upon him?

If the person with whom the trust is deposited remains silent and does not express refusal, then he is considered to have accepted it and guarantees it if it perishes, because his silence is tantamount to acceptance, knowing that accepting a trust is not obligatory except in cases of necessity.
