Is it permissible, Islamically, to draw up a current contract for a small project based on the value of a larger future project, in order to secure a bank loan for the client?
It is impermissible to make a contract for a small project with a future value unless two conditions are met: that the loan is a Qard Hasan (a benevolent loan), and that the contract does not involve lying or deceiving the bank. If the bank will lend the customer based on the project cost written in the contract, then it is not permissible to write anything other than the agreed-upon cost, because lying and deception are forbidden. Allah Almighty says: ﴿O you who have believed, do not consume one another's wealth unjustly but only [in lawful] business by mutual consent.﴾ And the Prophet, peace and blessings be upon him, said: «Indeed, truthfulness leads to righteousness… and indeed, lying leads to wickedness», and «Deception and treachery are in the Hellfire», and «Muslims are bound by their conditions».
