Is it permissible to agree with a person to carry out a commercial project in his name in exchange for a fixed monthly sum, provided that he pays a guarantee amount to the owning entity of the project, on condition that he does not bear any loss?

This project is not permissible for the aforementioned individual due to several prohibitions:

1. Deception and misrepresentation towards the benefiting party. The project appears to be theirs outwardly, but in reality, it is yours. 2. Usury (Riba). The man is guaranteeing you with the paid money, and it is not permissible to take a fee for a guarantee or derive a benefit from it, because it is a loan that draws a benefit. 3. The price of influence (Thaman al-Jah), which is forbidden unless its owner directly performs a tangible work for which he deserves compensation.
