Are those who commit sins that have become widespread, such as shaving the beard, smoking, and watching TV series, considered among the "proclaimers" mentioned in the Hadith: "All of my Ummah are forgiven except al-mujāhirūn (those who proclaim their sins)"?

There is a concern for those who commit sins openly that they may be among the open transgressors whom the Prophet, peace and blessings be upon him, excluded with his saying: "All of my Ummah are forgiven except the open transgressors." For the open transgressor commits two forbidden acts: displaying the sin and engaging in the acts of scoundrels. And although the one who commits a sin secretly is sinful and punishable, the open transgressor is more sinful and deserving of punishment, due to his disregard for the rights of Allah, His Messenger, and the believers, and this is a form of defiance. In concealment, there is safety from disdain and perhaps from the imposition of a legal punishment (hadd) or discretionary punishment (ta'zir).
