If you are a resident of Al-Ahsa and you travel to Jeddah to visit your family, and then you intend to perform ' after that, you should enter into the state of from Jeddah. Sheikh Ibn 'Uthaymeen stated that if one's primary intention is to visit his family in Jeddah, he may go to them without ihram, and then he should enter into ihram for 'Umrah from Jeddah when he wishes to do so.
