The answer

If a person is in need of medical treatment and cannot afford it, he is poor and deserves ; in fact, he has a greater claim to it than others due to his poverty and illness. The same applies to someone who needs to get married but cannot afford the expenses. If Zakat is disbursed to these two individuals with the intention of Zakat, the obligation is fulfilled. However, if it is disbursed without the intention of Zakat, it must be given again, according to the : "Deeds are only by intentions."
