It is permissible to photograph papers unless it is highly probable that they will be used for unlawful purposes, such as magic, because the default assumption is the innocence of people. If it is proven that they are used for unlawful purposes, then one must refrain from assisting them, as Allah Almighty says: "And do not cooperate in sin and aggression."
