What is the interpretation of the saying, "The burden of proof is on the claimant, and the oath is on the one who denies"?

The oath is to be taken by the defendant, because the Messenger of Allah, peace and blessings be upon him, said: "If people were given what they claim, some would claim the lives and wealth of others. But the oath is to be taken by the defendant."
