What is the ruling on the saying "O deaf of the sea" which is said to those who have acquired Saudi nationality but whose origins trace back to other countries, and what is the response to it?

It is not permissible to harm a Muslim without just cause, for Allah Almighty says: "And those who harm believing men and believing women for [something] other than what they have earned have certainly borne slander and manifest sin." This includes belittling a Muslim, ridiculing him, slandering him, mocking him, and calling him by a nickname he dislikes, for Allah Almighty says: "O you who have believed, let not a people ridicule [another] people; perhaps they may be better than them; nor let women ridicule [other] women; perhaps they may be better than them. And do not insult one another and do not call each other by [offensive] nicknames. Wretched is the name of disobedience after [one's] faith. And whoever does not repent — then it is those who are the wrongdoers."
