What is the sin if the memorization of ten parts of the Holy Quran is not completed as a dowry and ten parts as a deferred dowry, and does the sin fall upon the wife or the husband?

Scholars have differed regarding the validity of making the wife's dowry the teaching of the Qur’an. If teaching is her right, then she has the right to relinquish her right to it, or to part of it, or to gift it to her husband, and there is no sin upon her or upon him in that.
