What is the ruling on performing Sa'i before Tawaf in Umrah?

It is not permissible to perform the Sa'i before the Tawaf according to the majority of scholars. Rather, a valid Sa'i requires a preceding valid Tawaf. Imam Al-Baghawi mentioned that performing Sa'i before Tawaf is not counted until it is repeated after the Tawaf, except for what was narrated from Ata', who said it is sufficient. This is based on the Hadith of Usama ibn Sharik, but a group of Hufaaz (Hadith preservers) consider the addition "I performed Sa'i before I performed Tawaf" in it to be weak and not preserved. If this addition is authentic, it is interpreted as applying to the Qiran and Ifrad pilgrims if they performed Sa'i after the Tawaf Al-Qudum. Some scholars have gone to the extent of permitting performing Sa'i before Tawaf in Hajj but not in Umrah. This is the choice of Sheikh Ibn Uthaymeen, as he believes that disrupting the order in Umrah invalidates it entirely.
