What is the ruling on performing Sa'i before Tawaf in Umrah?
It is not permissible to perform the Sa'i before the Tawaf according to the majority of scholars. Rather, a valid Sa'i requires a preceding valid Tawaf. Imam Al-Baghawi mentioned that performing Sa'i before Tawaf is not counted until it is repeated after the Tawaf, except for what was narrated from Ata', who said it is sufficient.
